Schedule of Applications for Permission to Prosecute Dr. Mugraby before the Beirut Court of Appeals
(Two decided, Seven pending)

1. Military Prosecutor v. Dr. Mugraby. Case #128/1995 filed on August 14, 1995 by the military prosecutor to set aside the BAB Council's decision denying permission to prosecute Dr. Mugraby for allegedly committing an act that demoralizes the Lebanese Army. On July 14, 1997, the court of appeals ruled for Dr. Mugraby dismissing the case.

2. Public Prosecutor of Beirut v. Dr. Mugraby. Case No. 126/1995 filed on August 17, 1995 by the public prosecutor to set aside the BAB Council's decision denying permission to prosecute Dr. Mugraby for allegedly defaming the state of Lebanon and the judiciary in a fax he sent to Amnesty International. The prosecution was requested by the then Army Commander General Emile Lahoud. On February 28, 2001, the court of appeals ruled for Dr. Mugraby dismissing the case.

3. Public Prosecutor of Beirut v. Dr. Mugraby. Case No. 167/1996 filed on August 28, 1996, by the public prosecutor to set aside the BAB Council's decision denying permission to prosecute Dr. Mugraby for allegedly causing destruction to SOLIDERE's property. The property concerned is the Khayat Building which was completely demolished by SOLIDERE under the protection of hundreds of workers in flagrant violation of the rights of the building's owners. Case pending.

4. Dr. Mugraby v. Public Prosecutor & BAB. Case #205/2000 filed on May 31, 2000 seeking to reverse the decision of the BAB Council opening the door to Dr. Mugraby's prosecution for allegedly defaming the judiciary in a press conference and a legal seminar. Case pending.

5. Dr. Mugraby v. Public Prosecutor, BAB, Judge Afif Shamseddine and the Judges Benevolent Fund headed by Judge Shamseddine. Case No. 204/2000 filed on May 31, 2000 seeking to reverse the decision of the BAB Council opening the door to Dr. Mugraby's prosecution for allegedly defaming the said judge and his Fund in the same press conference. Case pending.

6. Dr. Mugraby v. Public Prosecutor, BAB, and Judge Ghassan Fawaz. Case No. 204/2000 filed on May 31, 2000 seeking to reverse the decision of the BAB Council opening the door to Dr. Mugraby's prosecution for allegedly defaming the said judge in the same press conference. Case pending.

7. Dr. Mugraby v. Public Prosecutor, BAB, and Judge Walid Ghamra. Case No. 212/2000 filed on June 18, 2000 seeking to reverse the decision of the BAB Council opening the door to Dr. Mugraby's prosecution for allegedly defaming the said judge in the same press conference. Case pending.

8. Dr. Mugraby v. Public Prosecutor, and Judge Sami Mansour Case No. 209/2002 filed on July 31, 2002, seeking to reverse the decision of the BAB Council giving the permission for Dr. Mugraby's prosecution for allegedly defaming the judge in a pleading he filed with the Conseil d'Etat. Judge Mansour is not a part of the Conseil or a party to the action Case pending.

9. Dr. Mugraby v. Public Prosecutor, BAB, and the past and current presidents of BAB. Case No. 298/2002 filed on July 3, 2002, seeking to reverse the decision of the BAB Council giving the prosecution advance permission for Dr. Mugraby's prosecution for allegedly defaming the BAB in a press conference held by the Campaign for Judicial Integrity. Case pending.
