Mugraby Attended the Sanaa Regional Conference on Democracy, Petitioned for the Nullity of Circular and Implicit Minister's Decree

Attorney Dr. Muhamad Mugraby returned to Beirut Tuesday, January 13, 2004, after attending, by official invitation, the Regional Conference on Democracy, Human Rights, the Rule of Law and the Role of the International Criminal Court held in Sanaa, Yemen.
On the same day, he filed, through his international lawyers Willem van Manen, Leo Spigt, and Phon van den Biesen, two actions against the State of Lebanon before the Conseil d' Etat. The first action aims at declaring the circular to judges and court clerks by the President of the Higher Judicial Council, of a letter by the former head of the Bar Association at Beirut, demanding that Dr. Mugraby be prohibited from practicing law with immediate effect, as inexistent and null. The second action seeks to nullify the implicit decision by the Minister of Justice declining to retract the said circular, despite Dr. Mugraby's request by memorandum addressed to each of the minister and the president of the Higher Judicial Council.

Attending the opening session of the conference at Sanaa, Dr. Mugraby, chairman of MIRSAD, led its delegation to the conference which included, to his left, Mrs. Dalal Mugraby and Mr. Kamal el Batal, Director of MIRSAD.
